The Bënça Prison was constructed in 1960 with a capacity of around 70 people. It was a “spare” prison in case of wars. It operated in the years 1970 – 1973, when it was known by number 307 and there were antiparty group political prisoners there. The prison was re-opened in October 1989. Records received from the Tepelena Branch of Internal Affairs mention that the prison had a capacity of 24 dormitories. The prison was opened with 13 convicts who seem to have been in Tepelena, and another 76 were added from the country’s prisons. Therefore, the prison had 89 ordinary prisoners at first. Almost all prisoners worked. The prison’s statistical note does not provide details on works they could perform. The prisoners in fact worked for the construction of buildings in the town of Memaliaj. The final official data from the Tepelena Prison are those of 1990. In January 1990 the prison’s capacity was 90 people. There were 84 prisoners there. All prisoners worked. In the prison statistics, their work is not specified, but it is believed that they have worked in construction and works such as wood cutting near the prison. The maximum figure is reached in July – August 1990 with 93 convicts. In October, there are 72 convicts. The number falls to 63 prisoners in November. In the second half of 1990, the number of labouring convicts is halved.

Works for the Peqin-Kavaja canal started on 27 May 1951 and finished in November 1952, becoming one of the most prominent works of the first 5-year period of the communist regime.

According to the data, in Autumn 1951, Unit no. 301 was transferred from Korça to Gosë, Kavaja to open the Peqin-Kavaja irrigation canal. It is mentioned that during this period, political convict Ram Halili was killed on 26 December 1951 while attempting to escape the camp. Halili had been serving his sentence for two years. At that same date, convict Hysen Mustafa is found dead from the mines.

Camp No. 2 convicts, who worked for the Peqin-Kavaja canal, was also moved to Gosë, which appears to be the center of the camp in March 1952. They worked there for a few months and then were moved to Çengelaj and Peqin in July-August.

On 25 February 1965, the 11 members of the Batër geological expedition, while trying to save one of them, disappeared in a sudden avalanche in the Batër Stream (around 5 km from the site where the Krastë town was later built). The new Batër Mine, which became operational in 1967, was named “11 heronjtë” (11 heroes) in their honour.Krastë was founded as a town in 1970 as the new miners’ town for the Batër Mine. After a year, in 1971, the new mine of this town also started operating. The first 48 inhabitants moved to Krastë in 1974.

To extract the chromium ore, a new re-education unit was opened, the Batër-Martanesh Camp.On 16 August 1975, works commenced, and after a few days, the first 70 ordinary prisoners were transferred to this camp.

The Batër-Martanesh Unit was numbered 301/1.At this time, Bulqiza’s Unit 301 continued operating. In 1976, the first year of the work, 382 prisoners were registered at this camp. The unit’s capacity was 600 prisoners, but this figure was frequently exceeded. In the years 1977-1983, there were on average 700-900 prisoners per year in the camp.

By Order no. 4 dated 06 January 1983, Unit 301/1 Batër was renamed as “Unit 301, Batër”.Some prisoners were transferred there from Camp 301, Bulqiza, which was closed. In 1984, the new figure of convicts was 739, but by that year’s end, it reaches 912.According to the report dated 12 April 1984, 523 convicts worked in this unit with three shifts in five galleries. This unit was closed in 1991 after the fall of the communist regime.

The decision for the opening of the minors’ re-education school in Lezha was made on 28 October 1985 by the People’s Assembly Presidium. This decision stated that convicts aged 14–18 years old, but in special cases up to 20, would serve their sentences in this unit. These children’s parents were forced to pay a sum of money for their upbringing. Release would be made by a commission that would operate by the Executive Committee of the District’s Party Committee (Lezha was assigned).

Ten ha of agricultural land were available to the school for the minors’ engagement in labour. Even after this unit (Re-education School) became operational, the previous prison of Unit 302 was not completely emptied. In 1987, 39 ordinary convicts and 36 children worked at this unit. In 1989, this school had 104 children in for re-education.

Facing the new conditions in the country after 1990, on 13 April 1991, the re-education school was transferred to Lezha forestry state enterprise.

In July 1958, the camp was built in Mamurras (Bushnesh), Kruja, near Unit 305.This camp would be used for the drying of the Thumanë Swamp.According to the camp’s organizers, the terrain was difficult as there were forests near the swamp. This could encourage convicts to try to escape.

By decree of the Minister of Internal Affairs, in August 1958 the camp was moved to Gjorm, Kruja, to continue drying the swamp.

In the autumn of 1958, the unit was in Thumanë.Ordinary convicts had been transferred to Tirana.

In 1958, 540 political convicts worked there and not a single ordinary one.

According to 1952 data, 742 convicts worked in the camp.

Meanwhile, in 1960 there were few records mentioning 642 prisoners, all political, of which five were foreign.

Convict Mark Alija testifies:

“In 1958, the Tërbuf Camp was moved to Thumanë. There were around 700 political convicts in the camp. A canal was built from Ishëm River’s mouth to Shullaz completely by political prisoners Everything was done by wheelbarrows, spades and shovels.

There was non-stop rain, so much so that the convicts would tell each other jokingly:“ Even God has taken ‘their’ side!” We would take the soil by hands from a hill and transport it by wheelbarrows to the embankment.

The barracks were located in Thumanë. From the barrack to the workplace, we had to walk for five kilometers and another five to come back. We left the barracks at 06:00, walked for an hour and a half and started working. We ended at 03:00 pm and did another hour and a half to return. Usually, in rain and on mud.

Hygiene conditions were so bad that it was surprising that there was no cholera outbreak. We were in the worst of conditions. There was no water to wash clothes. Even in the canal, when there was water, if they found us washing clothes, they would put us in the cell for three days for being out of order. Imagine, we couldn’t even use the canal water. There was no bathroom. We couldn’t have a shower or anything. We had the ground for a toilet. Imagine 700 people and no toilets…”
