Political prison No. 13 was located at the Kala Neighbourhood, in a building used as a prison
during the war. It operated from 1944 to 1953. But another building of the Bishqemi family
home also served as a prison. According to records from the People’s Defence Division, the
prisons of Elbasan in 1946 were on two levels:
– Prison of Enemies of the People, with a staff of 29 people (26 soldiers, two non-
commissioned officers, one officer).
– Prison of Harbourers, with a staff of ten people (nine soldiers, one non-commissioned
officer).
It is believed that in addition to them, there was the ordinary prison with the number 12.
The prisoners built the ‘Naum Panxhi’ irrigation canal in 1947, which shows that they were also
part of one of the first temporary labour camps.
The prison capacity was about 280 persons.
In 1950 there were about 500 prisoners in this prison.
Diseases such as tuberculosis and dysentery prevailed.
The prison was closed in February 1953, after its prisoners formed Camp No. 7 in Tirana.
The commanders and directors of the prison had previously worked as farm labourers and
gendarmes. They only primary education.
