Initially Prison No. 4 and later Unit 315. From the organizational point of view, the prison of this city had only one number. Still, practically in the town, some buildings served as prisons distinguished by the names given to them by the people, such as the Great Prison (General Prison) or New Prison (District Prison).

The high concentration of opponents of communism in Shkodra brought a high concentration of prisons, as in no other country in Albania. In addition to the Great Prison, which existed since the monarchy, and the so-called Gestapo Prison created by the Germans, which were overcrowded with arrests once the Communists took control of Shkodra in January 1945, the New Prison was opened in the house of the Çeka family.

The large prison (in the documents it is found with the words ‘general’), in which served a staff of 60 people (53 soldiers, six non-commissioned officers, one officer), had a capacity of about 170 prisoners, but in the first three months of communist government entered and exited over 600 detainees.

It was a two-storey rectangular building with a small courtyard. The prison had ten rooms.

On 6 February 1945, there were 280 people in prison, while in all of Shkodra, 1945, over three thousand people were imprisoned. As of 6 February 1945, there were 403 prisoners in this prison. Fifteen of the prisoners were women. A second list, which includes 10 March 1945, informs us that there are currently 618 prisoners in prison.
