The camp was opened on 15 September 1953.The purpose of its construction was forming a labour unit that would realize the main constructions in Tirana.In the beginning, 329 (ordinary and political) prisoners worked at the camp.

A few months after the camp’s formation, 215 political and 200 ordinary convicts worked separately in the work front.To guard the prisoners, a service personnel of 38 was active.

There was also an extraordinary escape attempt that occurred at this camp. On 23 June 1954, when the camp was constructing buildings by Lana River in Tirana, a tunnel that had been opened by the prisoners was discovered. In one of the camp barracks, a 50 cm long, 50 cm wide and 60 cm deep hole was discovered.It was found that the canal has been opened with strong tools such as knifes and trowels. The work tools had been found inside too. The soil was found dispersed inside the barracks.The regime took harsh measures to punish the people behind the event. The Martial College of the Supreme Court, by Decision no. 189 dated 17 July 1954, in a closed session, found the defendants guilty and ordered the execution of convicts: Isuf Agolli, Mark Zef Pali, Zyhdi Mancaku, Abdulla Bajrami, Niko Malo (served 19 years in prison), Besim Latifi, Nasuf Gjilaj (served 10 years in prison).The first four were executed while the others’ lives were spared. 13 other convicts were given long prison times.

By the end of 1954, the prisoners’ number in the camp decreased. The report of this period mentions 137 political and 201 ordinary convicts.

Based on Order no. 1620 dated 21 December 1955, the unit was numbered 307.The order entered into force on 1 January 1956.

In 1956, there were less than 600 prisoners in the unit.

According to 1959 data, 491 convicts worked in the camp.

In 1961, units 303 and 307, with 600 prisoners collectively, worked for the 21 Dhjetori State Enterprise in Tirana.
