Bardhor’s Re-Education Unit No. 314, Kavaja, was created based on DCM No. 410, dated 27
October 1987, to improve the exploitation of a laurel farm in a 330-hectare area in Bardhor,
Kavaja. The unit’s task was deforestation, planting, and collection. The staff was
estimated at 95 persons (58 of whom were soldiers) and 500 prisoners. The building of the unit
cost ALL 300,000. Prisoners were mainly ordinary, but a 10% share of prisoners in the unit’s
composition were planned to be political.
Its capacity was about 500 prisoners. According to 1988’s data, the unit had a special place for
40 political convicts. In April 1988, 400 convicts came from Përparim Unit No. 305.
Three hundred sixty convicts per day were exploited in laurel harvesting. By 31 October 1988,
53,700 laurel packages had been packed for export.
At the beginning of 1990, a total of 340 convicts were reported. At the end of that year, a figure
of 395 political prisoners was reported. The unit remained operational after 1991. It functioned
as a prison until March 1997, when it was involved in that year’s riots.
