–       Re-Education Unit No. 312 Tërnovë

It was opened in Tërnovë by Order of Minister No. 611, dated 30 June 1987, based on the Decision of the Council of Ministers (DCM) No. 213, dated 20 June 1987. The camp consisted of nearly 400 convicts, most of whom political, coming from Tirana, Spaç, and Saranda. The main purpose of the work was the extraction of chromium from the underground. Tërnovë was one of the most challenging camps in those years. One hundred ten political prisoners built the unit. At the end of works, they were brought to Tirana. The transfer from other units took place on 30 October 1982 – 2 November 1982. With order No. 611, dated 30 June 1987, unit 301/1 with 130 ordinary convicts were moved to the newly opened Unit 312. Also, 70 convicts came from Unit 305 and about 100 convicts from Tirana. Unit 303 Spaç was held in reserve with 30–40 convicts. The camp staff consisted of 93 people (of whom 37 were soldiers). A 1990 report stated that 70 tons of ore had been mined in two months, working on 500 linear meters. In the new conditions created in the country after 1990, by a joint order of the Minister of Internal Affairs, Gramoz Ruçi, Minister of Industry and Energy, Drini Mezini, and the Minister of Agriculture, Ahmet Osja, on 13 April 1991, Unit 312 was made available to the respective enterprises. There is little data in Unit No. 312. The unit command did not submit any documents to the Ministry of the Internal Affairs’ Archive. The data collected are from second and third sources. The unit command’s staff had secondary education.
