From 1963 to 1965, Unit No. 303convicts settled in Vlora to build the Caustic Soda Plant.
During this period, there were 191 convicts in the camp. 268 new convicts came, 20 from other camps, others were freed in parole or amnestied. Around 100 convicts were elderly or unable to work.
On June 15, 1964, this camp was shaken by the murder of Mustafa Alushi, convicted three times for political motives, who made a conscious escape attempt. He is shot in the head by the guard soldier.
