The Vlora Prison operated from 1944 to 1964. The political prison for the enemies of the people
in this town was known as Prison No. 11 and later as Unit No. 319.
When communists took power, they used a two-storey house as a prison, in front of the
Municipality of Vlora, about 30 metres away from it. The prison was built at the Karabash
Neighbourhood (which would later change to 15 Tetori – 15 October). The prison capacity was
320. According to file records, the Vlora Prison was staffed by 24 people (22 soldiers, one non-
commissioned officer, and one officer). In 1950 there were about 700 prisoners. Due to the
inappropriate location, in 1952, a new prison was designed according to the Soviet model. It had
a capacity of over 400 prisoners and was located at the Kushtrimi Neighbourhood.
