One of the inteernment camps for former Party and state officials convicted on activities against Party leadership. The camp’s regime was strict, almost prison-like. It was located in the Zvërnec island, therefore naturally isolated. It continued to operate as an internment camp for years on end. Xhavid Qesja, for example, as mentioned by Todi Lubonja in his book Nën peshën e dhunës (Under the Weight of Violence), was interned there from 1957 to 1966.
One document states that in 1962 there were 11 internees in Zvërnec, Vlora.
