The camp was created in 1961 in Laç for the construction of this newly industrial town’s objects and the railway.
The railway to which this unit’s prisoners also contributed was the 30 km long Vorë-Laç railway, which was inaugurated on 1 May 1963.
In 1961, it was reported that there were around 600 prisoners working.
